Now that a Maoist Nepal has become a reality, our foreign office has to show remarkable deftness and uprightness in dealing with the new regime in Kathmandu. Now there is no doubt about who would head the new government. "I will soon become the head of the first republican government," Communist Party of Nepal (Maoist) chief Prachanda has announced. He and his cronies are not favorably disposed towards India. Being revolutionaries, they would like many things to change; the most important, from our point of view, would be special Indo-Nepal relations. Drastic change they are already working on; ending monarchy is one of them. It has been said that Prachanda's obsession with republicanism is related to his larger designs; a monarchy, however nominal, can deter the building up of a personality cult, so common in communist dictatorships—Russia had its Stalin, China Mao the Great Helmsman and Cuba Castro. In short, abolition of monarchy fits beautifully in Prachanda's scheme of things. Anti-India rhetoric and activities, too, fit into the same scheme. Even earlier, China had established good rapprochement with Nepal. A recent example of this is the Nepal Government's order to its security personnel permission to shoot pro-Tibet demonstrators during China's Olympic flame climb to Mount Everest's summit early next month. "About 25 soldiers and policemen have established camps on the mountain and they have been ordered to use force if necessary to stop any anti-Chinese activities," a Government spokesman said. "This could mean shooting if necessary."

Owing to ideological kinship and political calculations, the Beijing-Kathmandu bonhomie is likely to grow. Maoist Nepal can be a great help to China in furthering the latter's strategy to keep India occupied within its own territories—various ethnic insurgencies in the North East, Naxalite violence in a huge swathe running north-south, jihadi terror all over India. Naxalites in different parts indeed have a reason to celebrate, knowing that their Maoist brethren have grabbed power in a neighbourly state. The Indian Government will also be under intense pressure from the mainstream Left to handle the Maoist regime in Kathmandu with kid gloves. The Communist Party of India (Marxist) already started dictating terms. It said, "The Government of India, having welcomed the elections and the results in Nepal, should now make it clear that it has nothing in common with the negative and hostile stand taken by USA which declared the Maoists to be a terrorist organization." In handling the Tibetan protests, the United Progressive Alliance Government behaved in a fashion that was not only disgraceful but also at odds with the national interest. It now has the opportunity to redeem itself.
